The National Assessment of Educational Progress (NAEP) started in 1969 and is referred to by the Department of Education as the “Nation’s Report card,” the only nationally representative assessment of what America’s students know and can do in various subject areas. NAEP, a Congressionally mandated project of the National Center for Educational Statistics (NCES) of the U. S. Department of Education, tests samples of students at grades 4, 8, and 12.
